Islam means submitting to the will of God - The Creator of the Whole Universe.
 
Muslim means a person who submit to the will of God - God who is most Compassionate, Most Merciful.
 
If anyone in this whole wide world fits this Description, then s/he is a Muslim.
Ilahi Anta Maksudi, Wa Redhaka Mathlubi - Oh Allah, You are my destination, Your Pleasure is my Intention.

Islam is the arabic name for the universal way of striving to achieve eternal peace with The Supreme Being.
And a muslim is the arabic name of one who walks this path.

Jazakallah brother for ur answers...

As i told there is no right or wrong answer of this question, but one thing i would like to ask u brother,,, the answer u have given does satisfy a non-muslim. The answer u quote is right, i agree, but its just a part of the context, if u give this kind of answer to a non-muslim, will he accept ur answer? Iam sure the answer is big NO... Muslim can understand ur answer but i believe he/she will not satisfy either in full context,,,
Islam is not just a religion, if u try to explain Islam in the context of religion to any non-muslim, definetly u willbe abuse by them...and ur 1 sentence answer relies actually to 2 sentences...

Now, have a look on my answers and state whether it satisfy u or not,,,

1. What is Islam?

A. Islam is a "State(Government)". Muhammed (PBUH) was a messenger(as all muslims know) more over  a perfect "Politician".

2. What is Muslim? (For this question ur answer can satisfy but partly)

A. "The person who submits all his Wills and Deeds to the Creator  Allah)". A Muslim not only just learns Islam but implementing it in the proper and in logical manner, so that a muslim and a non-muslim both should satisfy ur presentation of Islam.

The above are my answers, for argument, explanation, details, discussions on these answer we can have a debate at ur convinience...

These answers are also for my non-muslim brother Mr. Collin, hope it satisfies u.

Islam is the way of Peace.  As a non-muslim, this is what I had always read.  Muslim is one who follows the way of Islam.

Islam is to believe in Allah and the prophet Muhammad that there is no God but Allah and Muhammad is the messenger of Allah.

And to pray five times a day.

And to fast in the month of Ramadhan.

And to pay the poor rate (2.5%).

And to perform Hajj if possible.

And to be very peaceful person.

(I am sorry I could not describe Islam in one sentence)

Muslim is the one who acts on the above six parameters (Pillars of Islam)

That means he is a believer in Allah and the Messenger. Then he is performing the necessary acts as mentioned above. He submits to the will of Allah.

It could be possible to describe Islam in one sentence. But i have not the idea now. Muslim is a high class Momin.

 If I had to describe Islam in one sentence then it would be a very peaceful, natural Unitarian faith taught by all the prophets of Allah.
 
 Muslims is the one who follows Islam as a religion and after doing all the compulsory good deeds he comes to Allah and says that he submits all to Allah.
