1. During the scarcity of water or its unavailabilityAllah, The Most Exalted, says: 2. When one is incapable of using water, even when it is availableFor example, a sick and/or an eldery person who cannot move and has no one to help him/her perform wudu’. 3. When one fears he will be harmed by using waterExamples include: a- A sick person whose use of water (for pruificaton) may aggravate his sickness; b- A person experiencing extreme cold and does not have the means to warm water, coupled with a strong fear that he may fall sick from the use of cold water. It should be noted that Tayammum is prescribed by Allaah when there is no water or when a person is unable to use it because of sickness and the like. Allaah says (interpretation of the meaning): “O you who believe! Approach not As‑Salaah (the prayer) when you are in a drunken state until you know (the meaning) of what you utter, nor when you are in a state of Janaaba (i.e. in a state of sexual impurity and have not yet taken a bath), except when travelling on the road (without enough water, or just passing through a mosque), till you wash your whole body. And if you are ill, or on a journey, or one of you comes after answering the call of nature, or you have been in contact with women (by sexual relations) and you find no water, perform Tayammum with clean earth and rub therewith your faces and hands (Tayammum). Truly, Allaah is Ever Oft‑Pardoning, Oft‑Forgiving” [al-Nisa’ 4:43] |

Very well said. At-Tayammum or dry ablution, is prescribed in specific situations when water is unavailable. When a person is unable to find water, either due to its scarcity or complete unavailability, Tayammum becomes permissible. "But if you are ill, on a journey, or have relieved yourselves, or have been intimate with your wives and cannot find water, then purify yourselves with clean earth by wiping your faces and hands". (Quran 5:6). The conditions you mentioned indeed illustrate the flexibility within Islamic teachings to accommodate various circumstances and hardships faced by individuals, ensuring that the worshippers can manitain ritual purity and perform acts of worship such as prayer even in challenging situations.
