Question about some verses in Surah Baqarah

I had a question about some of the first verses of Surah Baqrah. I was reading the Quran (English translation by Abdul Haleem) and came across these two verses :

"[Prophet], when your Lord told the angels, 'I am putting a successor" on earth,' "...

And

We said, 'Adam, live with your wife in this garden.
Both of you eat freely there as you will, but do not go near this tree, or you will both become wrongdoers.' 36 But Satan made them slip, and removed them from the state they were in.
We said, 'Get out, all of you! You are each other's enemy/ On earth you will have a place to stay and livelihood for a time.'


If Allah all along planned to send hazrat Adam to Earth then why did Hazrat Adam was sent to the garden and then as a punishment sent to the Earth?

Am i not understanding this correctly
i would be very grateful if you could help me understand this.

This part of this scenario to send Adam and eve pbuh to the earth. He (Allah) is the director, so he made the plot, so we human can understand because now there is a reason to take Adam and Eve out from the heaven. Also this plot teach us that if you don't want Allah take your comfort/happiness please obey Allah command not follow Satan.
