I'm traveling in the Middle East and noticed that a few minutes before adhan, muezzins recite something. The speaker quality is really bad so I usually can't hear or understand what they're saying, but someone said they usually recite something from the Quran. However, a few times it sounded like something else.

Can anyone help me understand what they usually say before adhan?

It confused a few new travelers who mistook it for maghrib adhan and began eating for iftar too early.

that is read by the muezzin before adhan is the word of Allah in the Qur'an, Surah Al Ahzab 33:56
�Verily Allah and the angels recite shalawat to the Prophet (Muhammad). O ye who believe, recite shalawat to the Prophet and say regards respect to him�.

Shalawat is a special salvation prayer to the prophet Muhammad.

You don't need to be confused because the function of adhan besides a call to shalat, and also as notification to break their fast during the holy month of Ramadan (especially for maghrib adhan)
