Tattoos are considered haram. Tattoos involve permanently altering the natural form of the body, which is seen as disrespectful to the creation of Allah. The verse you mentioned highlights the concept of not altering the creation of Allah. Tattoos have historically been associated with non-Muslim cultures, and imitating such practices is discouraged in Islam. Having tattoos doesn't prevent someone from going to the mosque. Mosques are open to all muslims regardless of their physical appearance or past actions. However, it's important to respect the sanctity of the mosque and adhere to the guidelines of modesty and cleanliness when visiting.
