This hadith is about the waiting period for widows during the pre-Islamic period of ignorance. In this hadith, a woman came to Prophet Muhammad ﷺ asking if her daughter who was a widow could apply kohl to her eyes. The Prophet ﷺ replied no twice or thrice and then explained that in the pre-Islamic period of ignorance, a widow among them should throw a globe of dung when one year has elapsed. This shows us that during this time there were certain restrictions placed on widows which were not allowed by Islam later on. It also teaches us about patience as it is important for people to wait before they can do something even if it may be difficult or hard for them at first.
