Dear Br. M. As-salaamu alaykum. From an Islamic legal point of view, the fatwa of Ayatollah Khomeini is considered biding to any person who is able to execute it from among the Shiites only. Sunni Muslims are not bound to follow it because they dont adhere to the teachings of Imam Khomeini.
