All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad (saw) is His slave and Messenger. The blood relationship is not a condition in the ruling which is mentioned in the Fatwa to which you are referring; this act is permissible with an elder even if he is not a relative. However, if this is between a man and a woman, then it is a condition that there must be a sound reason for its permissibility, like a marital relationship [between the husband and wife] or being a Mahram (i.e. a person whom one is permanently prohibited from marrying due to suckling, marital, or blood relations).
