There is a document being circulated on the Internet that claims to be a draft of the proposed new constitution for Libya:http://www.scribd.com/doc/62823350/Libya-Draft-Constitutional-Charter-for-the-Transitional-Stage
Does anyone know where it came from?

The Tehran Times claims that it is from the Libyan Transitional National Council (TNC).  The TNC's English language Web site is hopelessly out of date.  Can someone please take a look at their Arabic site and see if there is any information on it? --- http://ntclibya.com/
