Also, if you have questions about what books would be good for self study and what are the best dictionaries I would be happy to help you with that.  There is a lot of arabic study books out there, but it is easy to buy the wrong ones and waste money when it wasn't necessary.  If your goal is to concentrate on Quranic arabic then you have to be even more careful because some dictionaries add a lot of dialect into them.  Please let me know if I can help you more in any way.

Is it that we can learn to speak arabic fluently if we learn  it online ? That shall be very helpful to me too. Earlier, i joined an institute, but cud not continue there.

The American University in Cairo would be a great experience where you could take classes and get some immersion though you would pick up Egyptian dialect from that as well.  Some countries actually offer scholarships for new muslims to come study Arabic and the Quran.  I have not looked into it myself, but I have known women who have.  There are classes offered in Jordan as well.  Some are exchange programs through US universities and others are strictly for lanuage programs for foreigners.
 
The only reason I wouldn't recommend Saudi is because as women we have to deal with Mahram issues in Saudi and it can be difficult to get around without a male mahram or escort.  I am not sure what programs Saudi may even offer that a woman could go to.
 
I will see if I can find anything online that maybe helpful for you and post it once I find it.  I think it would be a great opportunity for you to learn.  Just make sure you look at all your options.

If you had a chance to study to learn Arabic oversees where would you go?
Where would you go to learn the Arabic in the Quran?
 
I know many places have their "version" of Arabic does learning say Arabic in Morocco help you to understand Quranic Arabic?
 
If someone were just starting to learn and wish to do more of an immersion program, as opposed to classes in US,  where might be best?
 
I am interested in peoples' opinions.
